Texas Electrical Safety &
Licensing Act Update Oct. 1, 2003

October 1, Pete Sitterle, Lonnie Stabler, Brian Barnett, Sammy Morris and Derek Dunton attended an open public forum in Austin, hosted by the Texas Department of Licensing and Regulation (TDLR.) The purpose of the meeting was to provide the public an opportunity to review draft rules affecting the state electrical license program and to provide the Department with information on how to improve or modify the rules.

Attendees were presented with the draft copy of the proposed rules and regulations that will govern our industry in the very near future. William Kuntz, executive director of TDLR, was very helpful in explaining the procedure involved in enacting the rules and regulations. The entire staff was very cordial and receptive to the many concerns and changes suggested by the approximately 50 in attendance.

The tentative timeline for development and adoption of these rules are as follows: Rules are to be published on the TDLR website by November 14, 2003. There will be a 30 day period to follow allowing comments, changes and suggestions to alter the rules as stated. At the end of that period, there will be a 20 day period for review by the TDLR staff (during which time a formal written protest can still be taken into account.) At the end of that time period, the rules become the standard by which we are governed.
All members are urged to take part in this process, when we have the opportunity to influence the outcome of the rules by which we will be governed. To stay informed of the latest developments, visit the TDLR website at www.license.state.tx.us.

The Electrical Safety and Licensing Advisory Board will be named by TDLR to administer the rules of the state license. TSA has provided several qualified candidates as nominees for a position on that board. However, TDLR has received a significant number of applications and is currently reviewing and processing the applications. No appointments have been made and none are anticipated until after the final passage of pending legislation affecting the electricians program.
