The Dewayne Billingsley Memorial Scholarship
For the 2009-20010 Academic Year
The Dewayne Billingsley Memorial Scholarship Program was established as an expression of appreciation to members of Texas Sign Association (TSA) and as a service to its members. The program memorialized Dewayne Billingsley, TSA past president and chairman of the scholarship program. The program provides scholarships to the employees or dependent children of employees of member firms. Scholarships aid deserving students, aid the parent-employees with college expenses, and indirectly aid the colleges and universities attended by the scholarship recipients.
Eligibility Requirements:
- Full-time employees of TSA member companies or dependent* sons and daughters,
- Age 24 and under, of full-time employees of TSA member companies.
- The employee parent must have been employed for at least one year by a TSA member company as of the application deadline date of the year in which the scholarship is awarded.
- High school seniors or graduates who plan to enroll or students who are already enrolled in a full-time** undergraduate course of study at an accredited two-year or four-year college university or vocational-technical school.
* Dependent is defined as natural and legally adopted children or stepchildren living in the employee’s household or primarily supported by the employee.
** Full-time study is defined as full-time enrollment for the entire upcoming academic year.
Awards:
These awards are one-year awards. There will be eight (8) scholarship awarded in the amount of $ 2000.00 each year. The awards may be used at any accredited college, university or vocational-technical school where the recipient will be enrolled as a full-time student. A recipient who transfers from one institution to another, in the same academic, may retain the award. Awards are not renewable; however, students may reapply to the program each year they meet eligibility requirements. Awards are for undergraduate study only.
A maximum of two (2) awards may be granted to students who reside outside the state of Texas.
A new competition is held each year for these awards. Receiving a scholarship in one year does not necessarily mean that a recipient will be chosen again in the following year.
Selection Criteria:
An impartial selection committee composed of educators chooses the recipients. In selecting the recipients, the committee evaluates the applicants’ academic records, demonstrated leadership and participation in school and community, activities, honors, work experience, statement of goals and aspirations, unusual personal or family circumstances, and an outside appraisal. Financial need will not be considered. Applicants will be advised that recipients will be asked to submit a 200-word essay of the value of signage. Essays will be solicited at the time the recipients are notified and will be submitted by the recipient, directly to the Executive Director of TSA.
Application Process:
Interested students must complete the application and mail it along with a current, complete transcript of grades to Scholarship Management Services postmarked no later than April 1. Grade reports are not acceptable. Online transcripts must display student name, school name, grade and credit hours earned for each course, and term in which each course was taken. (Applicants will receive acknowledgment of receipt of their application. If an acknowledgement card is not received within three weeks, applicants may call Scholarship Management Services to verify that the application has been received.)
Applicants are responsible for gathering and submitting all necessary information. Applications are evaluated on the information supplied; therefore, answer all questions as completely as possible.
